This is an exciting opportunity to join a Shared Procurement Team providing procurement services to Crawley Borough Council, Horsham District Council and Mid Sussex District Council. The team are responsible for delivering a programme of tender processes, developing internal procurement rules and guidance documentation, undertaking spend analysis to identify savings opportunities, contract management, and delivering training across the Councils.
We're looking for an enthusiastic, experienced individual to fill the role of Procurement Officer. Reporting to the Procurement Manager, you will take the lead in undertaking a wide range of procurement projects from complex EU tenders to accessing framework agreements. You will have a key role in providing timely professional advice on a variety of procurement matters including Public Procurement Directives to Council Officers and Councillors.
We are looking for a confident, well organised and customer focussed individual who can demonstrate creative thinking, problem solving, with an eye for detail. You will have excellent analytical skills, and possess excellent communication and project management skills in order to deliver projects on time. The shared service is a small team and it is vital that you are a team player and are happy to help and support others when required. You will have strong IT skills and whilst knowledge of e-tendering software would be beneficial it is not essential.
This is a career graded post and therefore whilst an awareness of public sector procurement and working towards a CIPS qualification is desirable it is not essential. However some knowledge and experience of procurement and the ability to develop well written documentation is essential.
For the purposes of this role the Head Office is Crawley Borough Council’s premises. However you will need to be situated between all three Council locations on a frequent basis (which includes Horsham and Haywards Heath) depending on the requirements of the projects that you are assigned too and team needs. Mileage (or public transport) can be claimed for travel between the sites.
