The Data and Communications Company (DCC) is delivering a once-in-a-generation programme to build a smart metering network for Great Britain.
Perhaps the most ambitious of its kind in the world, the programme will allow energy suppliers to roll out millions of smart electricity and gas meters to homes and small non-domestic properties. Funded by the energy industry, the network will connect smart meters to the business systems of energy suppliers, network operators and other authorised service users.
The smart metering network will help Great Britain become a global leader in smart energy and the development of smart grids.
DCC (a licensed Capita company) is the programme and service integrator working on behalf of the energy industry to establish and operate the data and communications infrastructure that will enable all UK homes to have a smart meter by 2020
The Enterprise Architecture team is a newly established capability, part of the DCC’s Design Authority within the Directorate of the Chief Technology Officer. The Head of Enterprise Architecture will be responsible for the development and ongoing management of the Enterprise Architecture capability, management of the Enterprise Architecture team and ensuring the fitness-for-purpose of the architecture. The Head of Enterprise Architecture will use and apply information contained within the architecture to inform a range of business improvement activities whilst ensuring that the business, application, data and technology architectures are in line with the organisation’s business, IT and governance strategies, policies and standards.

Capita was awarded the DCC Licence in October 2013 as part of the UK government’s smart metering programme. This was set up to enable the roll out of over 53m smart meters across the UK by 2020.
The programme aims to pass a number of benefits onto consumers, allowing them to;
Manage and control their energy use to save money and reduce carbon emissions
Provide accurate meter readings and real-time information
Help them make informed purchasing decisions and reducing the barriers to switching
What you will do:
Establish and manage the Enterprise Architecture capability ensuring the Enterprise Architecture team has the right competencies to achieve the Enterprise Architecture objectives;
Champion the use of the Enterprise Architecture throughout DCC and ensure buy-in from all stakeholders;
Create and maintain an Enterprise Architecture Benefits Realisation plan and ensure the benefits of the Enterprise Architecture are realised;
Take an active lead on and coordinate the development and implementation of architecture governance framework;
Participate in the analysis and development of DCC’s long-term (development and business) plans to ensure Enterprise Architecture objectives are consistent with the business plan;
Establish knowledge of and maintain information about how the DCC business, application, data and technology architectures are related, making such information available within DCC;
Provide architectural input across major projects and programme of work;
Establish an architecture that is aligned with the business strategy;
Recommend and participate in the development of standards, policies, methodologies and tools within DCC; and
Maintain and up-to-date knowledge of best practices in business analysis, IT governance, Enterprise Architecture Frameworks and other areas relevant to role.
Your experience will include:
Previous experience in Enterprise Architecture
Tangible experience of working with architecture governance frameworks
A self-starting individual with the ability to work using own initiative as well as part of a team
Creative thinking, problem solving and critical analysis skills
Strong verbal and written communication, influencing and interpersonal skills (including presentation skills)
Self-confident with ability to build relationship at executive level
Ability to explain technical concepts in business language
Able to build relationships with key stakeholder with a wide range of skills and abilities
Experience of at least one Enterprise Architecture frameworks, preferably TOGAF
Be comfortable with ambiguity and work to reduce this ambiguity wherever possible within all work output
Attention to detail
Ability to plan and meet agreed deadlines with limited supervision
Previous experience with architecture modelling tools
In-depth knowledge of smart metering
