Due to a prestigious contract win for the Defence Business Unit, we are recruiting for a Health, Safety & Facilities Manager to join the team.

This is a key role to support the Contract General Manager and on site team to ensure H&S standards & compliance are achieved, and maintained through high levels of employee engagement. The successful candidate will play a lead role in the continuous improvement of the network Safety Plan that demonstrates a strong safety culture for employees, visitors and contractors. They will also manage the facilities on site.

Key Accountabilities

Manage site Health & Safety in accordance with Wincanton’s Safety Health and Environmental Procedures using the monthly Minimum Safety Standards & Group Internal Audits as bench marks.

Drive a positive proactive safety culture throughout all teams & promote exceptional safety behaviour & culture.

Ensure the site meets or exceeds the Health & Safety targets expected by Company / Client, driving improvements in the reduction of accidents & lost time injuries

Co-ordination of all site Health & Safety activities including committees, training and communications, to ensure the site remains compliant.

Assist / undertake risk assessments as required & ensure that existing risk assessments are reviewed & linked to the relevant safe systems of work.

Ensure compliance when dealing with accident investigation and RIDDOR reporting. Work to identify root causes & implement necessary changes to prevent future accidents & incidents.

Ensure that all accidents, major incidents, property damage incidents, near misses & visits by regulatory authorities, are recorded correctly & in a timely manner, using the company safety database system.

Ensure that the necessary periodic reports are accurate and produced on time.

Liaise daily with all levels of the General Manager team on site and be visible at key operational meetings for both internal and customer activities

Support the site management teams with any projects where necessary

Ensure that all contractors working on site or across the transport network are “approved”, have been vetted & have submitted the correct up to date documentation.

Define problems and devise effective solutions using rigorous logical and analytical tools.

Be pro-active in decision making based on analysis, experience, judgement and intuition

Carry out site inspections to analyse what exists and what needs to be done, and arrange for appropriate actions to be taken.

Ensure compliance with Regulations by making frequent, unannounced physical inspections and by auditing the required documentation.

Lead Health & Safety meetings on all sites, ensuring near miss data is used and that root cause is identified and eliminated.

Manage and drive risk profile safety plans across all network sites including advocating a H&S comes first culture, utilising the group glide path strategy.

Manage & operate the existing site safety budget & work to build future robust budgets, taking account of all the necessary safety requirements.

Responsible for the management of the onsite maintenance and hygiene team reporting into the Assistant General Manager.

Manage the day to day workload of the Facilities to ensure successful management of the site maintenance service contracts.

Ensure facilities upkeep through regular planned, preventative maintenance (PPMs).

Managing contractor activity as required (induction, supervision and evaluation).

Management of large projects (including project inception and requirements)

Responsible for proactive management of the MHE provider

Pro-active development of Facilities team and succession planning

Responsible for racking maintenance and repair schedule

Responsible for setting and managing annual facilities budgets.

Skills and Experience

Must have previous experience working in a Site Service / Facilities / HSE Manager role or similar

Financial/commercial experience

Experience of setting and managing a budget is desirable

Working experience of mechanical handling equipment would be a distinct advantage.

Be an effective team player and also be able to work autonomously.

Will have a pro-active, motivated approach to work with strong inter-personal skills.

Good prioritisation and time management skills.

Must be an effective communicator, both verbally and in writing, with the ability to converse at all levels.

Is able to remain calm and work well under pressure in tight deadline situations, displaying exceptional organisational skills.

Competent PC skills, with a working knowledge of Microsoft Office and associated programmes.
