About the Role
The Cornwall Council Economic Growth Service and Cornwall and Isles of Scilly Local Enterprise Partnership (LEP) work together to deliver the ambitions of the Cornwall and Isles of Scilly Vision 2030 (Strategic Economic Plan). The plan encompasses a £1bn investment programme to contribute towards overall sustainable economic growth and employment/skills and also integrates a culture and heritage strategy to inform planning and development decisions for Cornwall and the Isles of Scilly.
The Portfolio Management Officer will be the lead officer for the ongoing client management of the portfolio of capital projects that the Economic Growth Service commissions and for which it has ongoing operational responsibility. This currently encompasses Kresen Kernow (the Cornwall archive centre), the Hayle Marine Renewables Business Park, the three Innovation Centres (Pool, Tremough and Health & Wellbeing) and the Employment Space for Advanced Manufacturing at Carluddon Technology Park.
This will primarily involve the drafting / agreement of Service Level Agreements with other Council services and their ongoing contract management. The post holder will also be required to oversee the commissioning of other required third party services such as surveys and valuations.

You will have experience of estate and commercial property management and proven expertise in property management practices, best practice techniques, legislation and customer engagement. In addition you will have knowledge of EU and UK government policy and legislation on property management issues and associated best practice at national and regional levels. The role requires a relevant professional qualification and membership of a relevant professional body (RICS or equivalent).
