The successful candidate will be required to apply their extensive Procurement Management knowledge to Fluor project execution by using their acquired expertise based upon home office and field experiences on major and complex projects, plus their outstanding communication and leadership skills.
Overall Purpose of Job:
Serves as a Project Procurement expert on large EPC projects, or as a Project Procurement Manager on EPC projects, where necessary
Performs procurement activities of an assigned project, office, or section
Performs material control, procurement, logistics, Supplier Quality Surveillance (SQS)/inspection, and field material management activities in accordance with general business acumen, corporate Operating System Requirements (OSR), and the established project and Procurement/Material Management Plans, policies, and procedures
Performs the accurate, timely, and cost-effective identification, sourcing, buying, delivering, warehousing, installation, and commissioning of material and equipment required to support the Engineering, Procurement and Construction (EPC) effort
Provides general and direct supervision to procurement management personnel assigned to the project
Prepares all project set up documents such as Procurement Strategic Execution Plan, Procedures, Material Responsibility Matrix, Material Manager, commercial documents and template forms
Prepares manpower plan and estimates to support the baseline and schedule. Constantly reviews execution teams with regards to change management and progress
Applies extensive and diversified knowledge of procurement/material management practices and principals in work assignments
Develops material requirements including specifications and scopes (working with Material Engineering and Material Control)
Determines the required “flow down” clauses to be incorporated into the commercial terms and conditions or supplier commercial documents by utilizing the project prime contract
Directs the development of all procurement activities including, but not limited to, material identification, Request for Quotations, equipment and material delivery, installation and field commissioning, and project close-out
Performs procurement management duties including key responsibility for critical project supplier negotiations
Makes decisions independently with regard to problems and identifies solutions. Represents procurement in conferences to resolve issues; plans and coordinates work
Prepares and issues expediting status reports
Meets Company expectations for attendance
Other related duties/functions as assigned.

Basic Job Requirements
Degree education, BEng or BSc in relevant discipline
Previous established EPC management experience in oil and gas projects
Strong commercial awareness and business acumen alongside technical appreciation and knowledge
Quality deliverable driven
Tough negotiator when required
Ethics and Corporate Compliance leader by example
Forward thinker- ability to look ahead to identify and resolve or avoid issues before they materialise
Ability to keep a broad view whilst being able to drill down and interrogate detain, when necessary
Ability to undertake business travel on short to long term basis as business needs dictate
Other Job Requirements
Expert computer and software skills to include the use of word processing and email as well as the advanced use of spreadsheets and electronic presentations
Ability to attend to detail and work in a time-conscious and time-effective manner
Effective oral and written communication skills
Good, solid leadership skills
High critical thinking/reasoning ability
Domestic/international field assignment experience preferred; international project experience preferred.
