Reporting to the Associate Director of Finance, Estates Strategy, Tax and Expenditure the Procurement Manager is responsible for delivering a professional service for the procurement of a wide range of goods, services and works, across the University in a multi-site environment. The Procurement Manager will lead the development and implementation of best practise procurement procedures, using a category management approach, in order to meet the key objectives of the University, and to ensure that value for money is achieved through sustainable, efficient and effective procurement procedures.
The post holder must have significant experience in managing large and complex procurements, including, supplier relationship management, contract negotiation and contract management, and be able to manage a number of projects simultaneously. The post holder will also have strong communication skills and experience in building relationships with budget managers, internal stakeholders and suppliers.
The post holder will be responsible for compliance with the University’s procurement policies and procedures, will have previous experience of working with P2P systems and processes, e-tendering, and market place systems, and will have an excellent knowledge of EU and UK public procurement law and contract law. The post holder will ideally be CIPS qualified.
The post holder will have excellent interpersonal skills as well as strong management information skills as the post will be responsible for leading a team of procurement professionals together with providing specialist procurement advice to internal stakeholders across the University. You will be able to demonstrate a proactive approach as well as significant experience in developing, managing and providing practical and cost effective procurement solutions and for delivering demonstrable savings and benefits.

Your profile A thorough appreciation and working knowledge of EU Public Procurement Directives and the Public Contract Regulations 2015 together with familiarity with Public Procurement Policy Notes and Guidance issued by Crown Commercial Services
Relevant professional qualification desirable: MCIPS/ NVQ level 4 (achieved or working towards) and an understanding of purchasing requirements in the HE sector
Knowledge of e-procurement/ Purchase to Pay systems together with an appreciation of project management principles and methodologies
A high degree of financial literacy as well as a comprehensive practical working knowledge of public sector tendering and contracting procedures, including Framework Agreements.
