The Digital, Data and Technology function within the Home Office is at an enormously exciting point of evolution. During the last parliament, the delivery of technology services within the UK government was radically transformed, in particular with respect to the relationship with large suppliers. Major changes were implemented to enable departments to take back control of the design, build and/or operate aspects of their key technology services wherever appropriate. In many cases, such changes enable optimised economics, greater leverage of niche suppliers with deep subject matter expertise, better understanding and management of technical risk and greater agility and responsiveness to evolving business needs. Within the Home Office, as our large multi-year contracts expire, we are leveraging these opportunities and in doing so we are creating a radically new and improved platform for the delivery of technology to the department’s myriad complex directorates.


Digital, Data and Technology
The directorate is responsible for the design, build and procurement of all infrastructure, end user and cyber services including cloud hosting arrangements, internal data centres, networks, servers and virtualisation, and all platform services including operating systems and infrastructure software. This includes the infrastructure and platforms which underpins all our line of business applications but also the infrastructure and platforms that underpins the core productivity systems and services for employees including desktop-as-a-service, mobile device management, print services, and Wi-Fi.

We are at a very exciting and demanding time in the evolution of our platforms. We are currently undertaking major transformational change across most of our businesses, driven partly by our ambition to provide much more sophisticated digital services to staff and citizens, partly by austerity and the need to deliver more for less, and now in response to Brexit by an increasing number of policy and legislative requirements. There has never been a time in the history of the Home Office when the level of investment in information technology has been higher. Because of the scale of change in each individual business there is a phenomenal opportunity to create common platforms and common services. The infrastructure and platforms department must provide these new services into all our current change programs at pace, to enable this ‘join-up’.

Enterprise Services

To support this, we have recently established the ES Programme Business Management Office (PBMO) to support these changes and implement standardised and streamlined ways of working across the department.

The ES PBMO operates in a central hub model with Project Controls Officers (PSOs) working to individual projects to manage controls (Planning & Scheduling, Risk, Issue, finances, reporting, governance etc.) at a local level and leads for each controls function organised at the programme level, providing overall assurance of these controls standards across all the ES Programmes. The controls design and operations at project level will be in line with P3O and PRINCE2 methodology to ensure consistency across the projects and allow for rolling up of reporting up to programme and portfolio level. The ES PBMO will continually apply best practice principles, which will enable the effective blending of the PBMO through the continual upskilling/training and knowledge transfer.

The ES PBMO Project Support Officer Function enables projects to comply with the required processes and procedures maintained across the Department. This is led by the Head of Profession for Project Support Officers (PSOs), who is responsible for the team of PSOs.


The Role

There is an opportunity to join this dynamic PBMO team primarily based in Croydon as a Project Support Officer (PSO).
Our PSOs must support the ethos of the ES -PBMO to develop a new culture of excellence across project delivery. It is essential all our PSOs have a can-do attitude; are pro-active and are serious about advancing their career in the Programme/Project Management Office profession.

The grade level of a PSO will generally be aligned to what’s required by a specific project. The PSO EO will need to be enthusiastic and pro-active and will typically:

1. Work closely with the PSO HEO and SEO to determine weekly priorities and activities.
2. Assist the HEO PSO to develop and update MS Project Plans, Risk Logs, Stakeholder Logs, Project Reports and Dashboards, key financial and change controls.
3. Support HEO to work with product and delivery manager to report progress against roadmap
4. Ensure documents and artefacts have adequate version control and are stored in the correct designated filing areas.
5. Book meeting rooms and assist with the development of key documents for key meetings.
6. When required, support the Head of BPMO, PMO Manager and Business Manager when required
7. Establish a personal SMART development career plan to demonstrate commitment in progressing in the Programme/Project Management Office profession.
8. Support HEO in some products by using agile delivery tools (e.g. Jira) to report project status, risks, issues, bugs and incidents using live data
9. Own the processes of requisitioning, invoice payment and tracking spend and ensure these are visible to the team


Planning
• Assist/Support the development of a project plan.
• Maintain and update the project plan in the planning tool according to the PBMO planning standards.
• Record formal dependency agreements with external bodies.


Reporting
• Assist in producing project reports.
• Assist in completing the project dashboards in a timely manner.
• Project Highlight Reports.
• Project Dashboards.


Governance
• Maintain the project file management using robust version control and ensure documentation is stored in compliance with HO Security and Access processes.
• Organise key project meetings and providing secretariat support.
• Assist in the production of key governance products for boards or the equivalent.


Resources
• Working closely with the wider PSO and PBMO team including taking a pro-active focus on skills and career development.


Stakeholder Engagement /Management
• Assist in the development and maintenance of the stakeholder log for internal and external stakeholders.
• Act as the focal point for project responses to external requests for information.
• Actively engage with Stakeholders to support delivery and resolve queries, issues and mitigate risks


Financial Control
• Assist with monitoring project spend and contribute to the management of budgets.
• Ensure project budget approvals are in place.


Risk and Issues
• Assist with the development and maintenance of the risk and issue log in accordance with the Home Office policies, escalating as appropriate.
• Assist/support risk and issue workshops.


Quality Control
• Ensure co-ordination of formal quality reviews and approvals are in place for key project management or specialist products.


Compliance
•
Respond to any requests for information by the ES- PBMO or other audit authorities.


Change Control
• Support requested changes, including any impact to plans, budgets, resources and deliverables, as well as approval status.


Support
• Provide guidance to project teams on any PBMO queries and standards.
• Work with all PCO team members to help improve the service offered by the PBMO



Essential Criteria
•
Someone who has a can-do attitude, is positive and proactive, flexible to different requirements asked of them and able to work in a fast-paced environment. Applicants should be serious about advancing their career in the Programme/Project Management Office profession.
• Experience of working in a project and/or programme environment.
• Good written and verbal communication skills, with an understanding of the use of different channels and formats for different audiences.
• Ability to manage own time and priorities effectively.
• Ability to work at pace with minimal supervision.
• Strong interpersonal skills, and the ability to build effective relationships with colleagues at every level within an organisation.
• Good organisational skills, and the ability to develop and implement effective administrative processes.
• A high attention to detail.
• Proficient in Microsoft Project, Microsoft Word, Excel and PowerPoint.
• Use of collaborative tools e.g. JIRA or a willingness to learn
