Context

Ofsted is the Office for Standards in Education, Children’s Services and Skills. We inspect and regulate services that care for children and young people, and services providing education and skills for learners of all ages.

Every week, we carry out hundreds of inspections and regulatory visits throughout England and publish the results online. We also report on standards across the country and are accountable directly to Parliament. Ofsted’s inspections are independent and impartial.

The External Relations team is responsible for delivering Ofsted’s external communications output and activity. We help the organisation to improve the way it engages with both professional audiences and the users of the services we inspect, including parents. We lead on news and parliamentary affairs, improving the quality and reach of formal consultations, stakeholder and public engagement, publishing and branding, and on all aspects of digital and social media communications. We manage and deliver improvements to Ofsted’s digital content, publishing and social media channels. We also have a crucial role to play in building clear writing and digital capability across the inspectorate and supporting teams to adopt digital-first approaches, based on external user needs and insight.

We are made up of several teams that work closely together: Publications and Brand; Digital Content; Press and Parliamentary Affairs; Information Management and Correspondence; and Consultations and Engagement. We work closely with the Research, Data & Insight and policy teams.

Overall purpose

The post holder will report to the Head of Digital Content and Publishing, supporting them to deliver Ofsted’s digital and social media strategy, and managing publishing on GOV.UK. The post holder will be the champion of standards, plain English and usability for content, will train and support others to deliver excellent digital content, and will help the External Relations team to develop further its knowledge and skills in social media.

Key accountabilities

The key accountabilities of the role are outlined below. However, this is an overview of the role and is not exhaustive. Ofsted reserves the right to assign other duties commensurate with the B1 grade as required.

> To act as Ofsted’s chief content designer for GOV.UK, scoping, planning, writing, editing and publishing content; pair writing content around user needs; overseeing standards and supporting teams who publish their own content; identifying continuous improvements so that all content works for our audiences and ensuring that our content meets the necessary legal accessibility standards for public sector bodies.

> To work with our digital services team on user journeys from GOV.UK to our off-platform registration services and make sure that these provide a seamless and effective user experience.

> To produce regular analytics reports on our content, sites and channels, and use them to improve content; lead communications and policy teams to use analytics to inform strategy and delivery; and build teams’ confidence in setting clear digital communications objectives and measuring success.

> To contribute to the Ofsted social media offer by producing content and taking part in the rota answering queries and posting on our social media channels. This includes oversight of each channel’s performance, strategy and resourcing; creating and commissioning social media content, or editing that produced by others; and training and advising others so that responsibility for social media devolves further around the wider communications team.

> To line manage one B2 digital communications officer, and deputise for the Head of Digital Content and Publishing, as required; and advise and support communications teams, policy teams and senior staff on digital and social media.

  • Extensive experience of writing and creating digital content, with proven ability of creating content that is accessible and user-friendly, ideally in a high profile environment. (Essential)
  • Extensive experience of using content management systems and of the Whitehall publisher and the systems and architecture of GOV.UK. (Essential)
  • Experience in using SEO, metrics and user feedback to define or refine content, to develop or amend plans for digital and social media content, and to advise others on effective digital communication strategies. (Essential)
  • Good knowledge of different digital and social media technologies and audiences and of emerging trends in technology, social media, and communications. (Essential)
  • Experience of at least one social media channel to a professional standard, and good general knowledge of the government’s social media practices and standards. (Desirable)
  • Draw on knowledge of emerging trends in digital services and social media and apply this knowledge when developing content and channels. (Essential)
  • Assess the effectiveness of digital communication. Use the results of user feedback, tests/pilots and effectiveness indicators to improve digital communication and the user experience. (Essential)
  • Understand accessibility principles and embed these into publishing processes to ensure that content follows all public sector accessibility requirements. (Essential)
